Get the self-issuable API-key scopes

GET 
/api/v1/me/api_key_scopes/

Lists the superset:<resource>:<action> API-key scopes the current user is allowed to put on a new API key, i.e. the subset of the scope catalog that does not exceed the user's own permissions. Returns a 401 error if the user is unauthenticated.
